[MEDIACTRL] Media Server handling 'not enough resources' error

How the Media Server
is supposed to manage the situation when it runs out of resources? Return an
error code specific for this situation? I haven't found an appropriate error
code for this in the drafts.
And another
question, related to the first: when the MS accepts an INVITE on behalf of a SIP
user agent, does it mean that the MS guarantees it has enough resources, no
matter what kind of service (ivr dialog, 2-way call, join to
conference) will be requested with MediaCtrl protocol for this SIP user
agent? Or perhaps the MS could later return an error to the start ivr dialog
request, saying it does not have resources for the requested operation. What is
your opinion on this subject ?
