The short answer is that the specification has given you the character
sequences to be used in your enumeration: "1", "2", and "no". The longer
answer is that the authors of this specification were clearly
binary-oriented and didn't consider a more natural text encoding.

Below given a package defintion in which the type of the property
TUNNELLING OPTIONS
is given to be Enumeration but the possible values are given to be 1 ,2 and
NO
. Now shouldn't the values
be some strings rather than 1,2. How are we supposed to encode them as 1/2
or
ONE/TWO or enum
defined like TUNOPT_1 , TUNOPT_2.
