This was added through the IG after a discussion on the list in Jan 
2002, to make it match the ASN.1 and to allow a way to return an error 
for a syntactically bad command (say misspelled command name, eg, 'Ade') 
along with the responses for the previous, successfully completed 
commands in the transaction.  
The problem was pointed out in an email by sundareswarampv@netbrahma.com 
on Jan 22, 2002.
