=> Historically monami6 was trying to allow for multihoming of both HoA and
CoA. There was no concensus/IESG approval for such WG in paris but everyone
agreed that we can start with CoA multihoming but do an analsysis doc for
both. 
I assume this "left-over" wording about HA address selection is a really bad
attempt to preserve something from the multiple HoA sceanrio. But I think
it's at best confusing to have such text and when you actually try to read
this sentence and see what it means you discover it makes no sense at all.
