Are there any convincing scenarios, where HA can take a decision on behalf
of the MN? This leads to address several issues such as how does HA know
about the status of the interfaces of the MN, whether HA has the right to
enforce the rules without informing the MN, what is the negotiation to
handle conflicting rules and so on. 

I am not sure whether we should extend MIPv6 to handle above issues.
