I think the RFC Editor is going to use a citation style that encloses the RFC number in between brakets, thus the end result RFC won't have "RFC 4861 [20]", but "RFC 4861 [RFC4861]". From that point of view it does make sense to either use "Neighbor Discovery [RFC4861]", or only the reference "[RFC4861]".
