The APPICATION-MIB (RFC2564) has this TC:

Unsigned64TC ::= TEXTUAL-CONVENTION
    STATUS current
    DESCRIPTION
        "A non-negative 64-bit bit integer, without counter
         semantics."
    SYNTAX Counter64

This work predates the RFC4181 definition.
