Thank you for your comments.

From viewpoint of (1), my conclusion is to keep the order of 3 indexes
like that in -05 draft.
- ipfixExportIndex,
- ipfixMeteringProcessCacheId,
- ipfixTemplateObservationDomainId,

It is more suitable than my proposal.
