Both the IPv4 and IPv6 network stacks for PC's and routers have stayed more or less converged for quite a while. Higher end routers have some hardware assists that don't tend to show up in PCs but they're otherwise just close to identical. If we're to recommend that change, we ought to have better reasoning than, "we didn't want to deal with the router case" and we should very thoroughly explain that reasoning.
