[Mip4] New revision for draft-ietf-mip4-rfc3344bis

Hello folks,

Many thanks to Vijay Devarapalli.  By his efforts,
draft-ietf-mip4-rfc3344bis has been converted
to XML.  I managed to get a revised draft
completed and sent to the Internet Drafts folks
last night. I did incorporate new text as suggested
by Kent Leung, which I will detail shortly in a
follow-on message.
