[Mip4] Recharter: Bulk Revocation

Hi, all,

During our meeting at IETF74, we discussed whether to take on
the Bulk Revocation work, as described in this draft:

draft-acee-mip4-bulk-revocation-01.txt

There was some support for this work during the meeting, but
the sense of the room seemed to be that we need to have more
discusion of the need for this before taking it on as a work
item.

Please, if you support this work item, respond to this message
with a summary of why you think it is important for the mip4
working group to take it on at this time.
