It's a Proposed Standard for the moment, no?

In the previous IESG request to the WG to review the Recharter proposal 
(July 21st 2009) this figured as a Proposed Standard.  And now it 
figures as a Draft Standard... what happened in between?  Are there 
reports of wider deployment?  More interoperable implementations?

I am only aware of the Cisco and Motorola implementations.
