RE: [Mip6] concensus on [issue94] fixing encapsulation mechanism inIPv4 network




I believe we should do the following:

1- MN should be able to set a request for UDP tunneling.
2- the default behavior for MN is not to set the request.
3- The HA should be able to accept or reject.
