[MEXT] ex-aequo priorities for recharter items

Folks,

Please consider avoiding giving the same priority to items you're 
proposing since it does not help us to determine what is most wanted. 
Also, note that when the same priority is given to the same items, all 
items below get their priorities decreased by one. See below for an 
example:
