[Ben] My view is that the 'H' flag allows MN to tell HA that its wants to
use both home and foreign attach interface. Hence, sending it on reg-BU over
foreign link or de-reg BU over home link should be ok. From the BU over
foregin link case, as the 'H' flag is in the BID option, HA can look for the
corresponding entry in BCE (that matches the BID) and mark it as a special
entry to let it know that MN is also connected to the home link. Why I say
special entry is because the BID could be reuse by the MN for flow filtering
purposes (I think this was where we last stop the discussion ;p)
