The mobile node can't claim its home address until the HA stops proxy
neighbor discovery for the home address.


Sure. This is clearly an error case. I dont see a point of the HA
maintaining a binding with CoA=HoA. HA can release the binding
safely. Unless, there are some other usecases ...
