[MMUSIC] ICE and local preference

I have a minor comment related to the calcultation of local preference in ICE.

In order to be consistent between the section 4.1.2.1 of ice-17 and
the section 3.2 of ice-tcp-04, I think that ice-tcp-04 should
recommend that UDP have an other-pref of 511 if there is a
single-interface and a direction-pref of 7. Otherwise, the result
given by the local-preference formula of tcp-04 for a UDP candidate
may not be 65535, which is the default result in ice-17.
