As long as session is not expired, I think it is possible.
If not, the concept of RTSP protocol sending method from server to client would be wrongly designed.

The client is allowed to not maintain a permanent RTSP control connection, so 
the server cannot assume it can send OPTIONS whenever it wants, I think.
