I think the important part of this discussion is:

Yes, RTSP 2.0 needs clear rules for how keep-alive is done. RTSP methods
as default to allow for any transport. For transport or other mechanism
they need to be mandated so that one can trust to not use RTSP methods.

That is what I am proposing to edit into the spec.
