I think frame rate is a bad example as all the video codecs I know
supports such changes without signalling. But I assume you mean cases
where the media configuration information changes, i.e. classic RFC 2326
Announce with a new SDP or so. What I think was missing in the 2326 was
the lack of synchronization information on when new configurations do
apply within already setup streams. You also get into the problem of
having the number of streams change due to this, which will require
further RTSP SETUP messages to establish the communication.
