If no language is acceptable, how should the server form a response? As 16.4.
notes, the language applies to the presentation description and reason
phrases - What reason phrase to give if no language is acceptable?

Or is the loophole in here the part "[...] restricts the set of natural
languages that are _preferred_ as a response to the request." (16.4) - Then I
would interpret an empty Accept-Language header as if it was not sent (I, the
requester, have no language preference - it is up to you, responder). In that
case I'd disallow an empty header as not sending it has the same effect.
Disallowing an empty header closes this corner-case and no description text
must be modified.
