yes, but it's clear that NEA is intended to be used, and will be used, as a mechanism to allow local networks to implement policies based on machine configuration. the question is whether if is a good thing for the Internet for IETF to endorse such mechanisms.
The question in this thread seems to be whether the charter is worded satisfactorily. I think the decision to move the BoF forward and attempt to form a working group has been made regardless of the utility of the proposed NEA output. :P
