I think your problem statement is too specific and really is kind of
obvious.

It still needs saying. Much of the NEA architecture and requirements
are obvious to many, but perhaps not to all.

...and some of what is "obvious to many" may actually be wrong or misdirected. There's a big difference between developing a product and developing an Internet standard. One important difference is that Internet standards have to function at Internet scale - i.e. what would happen if everyone on the Internet used this however they wanted? That's why a handpicked panel of "experts" isn't fit to develop requirements in isolation - there are no "experts" at doing this on an Internet scale. It needs to be rethought from first principles.
