Any protocol could be used for nefarious purposes. I don't think that
there is need for alarm that the work of the NEA will be abused any
more than any other protocol.


well, you may have a very different view of NEA than I do. it is clear to me that a protocol that meets NEA's description could be designed in such a way as to be dangerous to hosts' and users' privacy, and that a protocol that was dangerous in such a way would give network operators more flexibility.

I don't think the comparison with 'any other protocol' is valid because some protocols have much more potential for abuse than others.
