[Nea] Process for comments on PA-TNC and PB-TNC

Now that the PA-TNC and PB-TNC drafts are WG drafts,
it's time to start beating them into shape: gathering
comments, discussing them and agreeing on resolutions,
and so forth.

We have already received several very good comments
on these specifications (sent to the NEA list back in
February and March). The spec editors will kick off
the discussion process by starting some discussion
threads based on these comments. Please participate
in these threads so we can reach consensus on the
best way to resolve these comments.

If you have more comments on the specs, please send
them to the NEA list by July 1. That will give us
two weeks to discuss your comments and reach WG
consensus on them before the July 14 deadline for
non -00 submissions in advance of IETF 72.
