[Netconf] new version of the Robust Netconf draft

Although I am late to announce this, we have submitted a revision to our Robust Netconf draft.  The link follows:

Many corrections, changes and improvement were made based upon feedback from the San Fran meeting.  These include:

+ cleaned up terminology

+ developed and documented an approach to running configuration Verification by proposing a new NETCONF capability with
Yang model, verify-commit.yang

+ developed an example test method through a ping.yang module

+ added use cases to appendix

+ moved background material to appendix for improved reading

+ cleaned up Introduction to clarify draft and proposal


We hope to discuss this in Stockholm at the NETCONF WG meeting.
