Yes. This may be straighten up in the guideline document -
http://www.ietf.org/id/draft-ietf-netmod-yang-usage-02.txt .
While completing avoiding duplication is not always possible it should
be made clear that the YANG module is the normative text. Useful
information may be present in the RFC (like security considerations,
relations with other modules, application examples, etc.) but the
information in the module itself should be complete enough to allow for
implementation.
