[netext] Localized Routing PS update

Folks,

please find an update of the Localized Routing PS for the next meeting 
on the
IETF drafts repository. So far, the update solely considers a revision
of the IPv4 sections and includes a Change Notes section.

We plan to update again just after the next IETF meeting, which
will take further comments after clarification, such as from Glen and 
Mohana,
into account.
