For network-based mobility, it is reasonable to think that the network is in charge of inducing handovers. The control logic of when to induce handover, "which direction" etc. are node-internal; we are only interested in protocol aspects when a node does decide to act.
The granularity of handover can vary - entire HNP is moved vs. a subset of flows. Nevertheless, the design is from a network perspective.
