That's what we though we had accomplished with CMIP's "Action".  :-(

There are serious lessons to be learned from the failures there, especially
with regard to access control, how one constructs information models,
and formalizing the description of side-effects, at least to the point where
action X can be said to interoperably accomplish "the same thing" on
both implementations Y and Z.

But you're right - this group has already set its direction, and a Cassandra-
like rehash isn't helpful.
