As you mentioned, the issue above is related to flow/session ID management.
For example, a new flow ID may need to be used within the tunnel while
maintaining the same session ID.

In this case, the resource wastage should be minimized on the backup route.
In the situation where the use of the backup route is rare, resources on the
backup route should be released.
