Just a minor comment... Obviously, there are 14 QoS parameter IDs in the draft. It is not clear to me that whether the QoS ID values are in the 2nd or the 3rd bit of the second byte of TLV format. Pictorially, they stay between the 2nd and the 3rd bits. :-)
