[NSIS] NSIS mobility

Hi,

just to spread some positive news:
we got running code for using QoS NSLP with mobile nodes
(using MobileIPv6 as mobility protocol). One of the main
motivations for NSIS was that RSVP is not really capable
of working well in mobile environments whereas we showed
now that GIST+QoS NSLP are able to work just fine.
