[OPS-AREA] 2606bis draft covering IDN test TLDs

Hi, see <http://tools.ietf.org/html/draft-ellermann-idnabis-test-tlds>
for a draft adding the eleven IDN test TLDs to RFC 2606.  Apart from
updating some references and ".localhost" it proposes to introduce a =
registry of reserved TLDs based on IETF review, e.g., for future IDN
example TLDs.
