The group that uses COPS-PR isn't one I work with, but Juniper does
actively use COPS-PR on some of our products.  These products are
widely deployed and are likely to use COPS-PR for the foreseeable
future.  Since we do not see standard content being defined for
COPS-PR, we would not object to having it classified as historical
for the IETF from an "ongoing development and interest within the
IETF" point of view, but it will continue to be "in use" in the
wild.
