Trying to do a post-mortem without a body is difficult.  Trying to
determine if we should go historical based on conversations on an IETF
list for a protocol that was pushed out of the IETF is not likely to be
a complete source of information.

I suggest someone who desires to make it historical and wants to put in
the work to make it happen should go ask operators at a bunch of
operator conventions to see if anyone is using it.
