The OPSAWG
description of work includes items that do not necessarily fall into any
particular group and/or include documents of a BCP that will provide guidance
for authors and reference for reviewers. In addition Int Area is not a WG and its documents are
only AD sponsored submissions.
We believe that this document covers an unwritten BCP that should
be maintained and the details surrounding that BCP. In the recent past
such a document has been requested due to an increase in interest of the subject
matter however no such document exists. We wish to fill in this
gap.

The issue of NAT44 and additional private or "inter ISP" address
space has been discussed in several IETF meeting at the INT AREA WG. Why would
this issue be hosted in the OPS area instead of the INT area?
