[OPSAWG] monitoring power state and energy consumption

Dear all,

At the session in Stockholm we discussed monitoring of power states
and energy consumption in the network. After the positive feedback
received there, we wrote an I-D sketching requirements.

The draft concludes with a proposal to develop a Power MIB module
for monitoring of power states and total power consumption.
It also suggest defining information elements for reporting
time series of energy consumption measurements with the IPFX protocol.

While the MIB module is rather targeted at communications network
management, the IPFIX information elements would also be applicable
to smart meters in smart power grids.
