[OSPF] OSPF-MDR in Quagga

Joe,

During the meeting, you asked when Boeing will release an update to the
OSPF-MDR Quagga implementation.  We are actively cleaning up the code
right now.  We plan to release this code in the near future.

The new code will contain the OSPF-MDR draft 7 and Address Families
which we haven't previously released.  It supports IPv4 or IPv6 data
routing over a v6 control plane.
