Actually our goal was to focus the survey on solutions applicable to
file-sharing, because that is the main cause of congestion in our
networks.  However, the same solution would be also beneficial to other
applications; we tried to list some in section 3 of the problem
statement (http://tools.ietf.org/id/*-alto-problem-statement), but we
certainly have missed many.  Needless to say, contributions and
suggestions are welcome.
