It has; the transport area has exchanged a number of liaison  
statements with the ITU-T on this over the last few years. The latest  
one, FYI, is at https://datatracker.ietf.org/liaison/447/.

The executive summary is that Y.flowreq proposes to redefine a number  
of core Internet protocols in a way that isn't clearly understood at a  
technical level, and the interactions of those changes with the rest  
of the Internet protocol suite are even more unclear at this point.  
We've cautioned the ITU-T that a realization of Y.flowreq requires  
changes to protocols that aren't under their control, and that any  
such work will hence need to happen in the IETF.
