I am not sure what the conclusion is, I just wanted to raise the issue:
The goal of ALTO is to provide information that cannot be acquired
easily by the peers using measurements between each other.

If it might happen that candidate caches do not already have the rare
content, any recommendation should not only consider the link between
client and cache but also the link from the cache to the "upstream
source", from which the content is retrieved by the cache.
