I respectfully disagree - without DPI, ISPs have no knowledge about specific
content exchanged. With DPI, they have such knowledge, but can claim a
"safe-harbor" as they are not facilitating exchange (and probably restricted
to intervene due "net neutrality").

It is exactly a main reason for my postings - I want to clarify this issue
in a large community of potential ALTO customers (mostly ISPs). I may be
right or wrong in my opinion, but believe in clarifying major requirements
before spending major efforts in design.
