If it intends to be ABNF according to RFC 4234 then you need to address
the definitions. RFC 4234 ABNF does not allow for the "::=" in
declarations. So please add the clarification that it is ABNF for all
these sections and ensure that it really is ABNF and passes a parser,
like Bill's:

I think the changes for retransmission will address my issue..
