[Pce] draft-dasgupta-ccamp-path-comp-analysis

Dear WG,

Please review and comment draft-dasgupta-ccamp-path-comp-analysis. It has
already be presented in CCAMP with comments and has been updated accordingly
(Adrian and Deborah may poll CCAMP) but because the aim of this document is
to provide some performance analysis comparing the per-domain and PCE-based,
this is of interest for the PCE WG.

Note that, as advised by Ross, this document would follow the individual
submission track with AD sponsorship since it neither in our charter nor in
the charter of CCAMP.
