So this is really just an optimization to converge the domain more
quickly if the RP-set changed while the router was restarting. If
it doesn't hurt the domain, I am for it. I'm just unsure about the
potential for BSM storms if we allow BSMs to be forwarded at all
without passing the RPF check.
