There could be split-LAN scenarios (like the one John Zwiebel points to
in the other email he just sent). In such a case, for the network to
converge to a consistent RP-SET, the router that accepts a better
preferred BSM should forward it to the rest of the split LAN. Is there a
harm in forwarding such BSMs?
