You are right that I was not precise enough in my characterization.

The current document says:

	SHOULD UTF8
	MAY IA5String
	MUST NOT VisibleString & BMPString

The proposal is:

	SHOULD UTF8
	MAY VisibleString
	MUST NOT IA5String or BMPString
