RE: [PWE3] PWE3 question

I am little confused by the discussion that has been going on so far
regarding using a single label vs stacked label (using MPLS encapsulation as
a example). Here is what I take from the PWE3 working group charter:

- The setting up of the pseudo wire end to end is a function of the end
points
- The existence of a tunnel LSP is a given and how it is setup does not fall
under the purview of PWE3

Maybe I am reading this wrong, isn't this what the charter implies?
