Sure, but what if the Provider network is small or supporting very few
PWE3 connections.

But for TE purpose, those devices need to implement non-LDP
protocols. They might as well use them for setting up 
PWs too.

1) This method could be independent of the signaling protocol
2) Surprise: CR-LDP is IETF's standard too.
